We get these issues on many diesels that come into the shop. We either find a flattened cam lobe (maybe not properly broke in?) or a lifter roller that walked out of its seat. Your adjustment screw should not be any different thread height. Are you sure he put the same length push rods in? Check to see if the push rod is bent too, we see that alot. With what you say "they had it installed sort of on the side" It might be a bent push rod.
