Does the headlight come on when you turn the high beams on? It may be a ground problem in that wire loom, or it could be the multifunction switch on the steering column ( aka the turn signal/ high beam switch/ wiper switch ).

I have a `99 Ram 1500 with non-functioning fog lights. It turned out that a shorted power wire to one of the fog lights caused an overload in my multifunction switch, burning a contact.

If the truck is still under warranty, I would just take it to the dealership and let them fix it.
