water jackets in heads

is there supposed to be water behind the center exhaust manifold bolts on a 440 wedge style head? do i have a damaged head? these seem like they should be plugged. not just plugged by ex man (header)retaining bolts.
this is not like a chevy head or what??

I thought I was in trouble when I fired my 440 for the first time. I didn't put sealant on the header bolt threads...
