Can someone please help?
Can you tell me what this is? Its off a 1975 Plymouth Duster with a 225.

Looks like a speed sensor for aftermarket cruise control.

I would have guessed the same thing. I don't recognize the part. The Mopar factory cruise control should have been integrated into one unit--with a cable from the speedo to the cruise module, and another cable from the cruise module to the transmission

Can someone please help
It's called an EGR switch. I can't remember if the wires go to a vacuum switch to keep the EGR from opening when the car isn't moving or what but if you look up a speedo cable for that car, it says with or without cruise control and with or without EGR switch.
