I don't think I have ever repaired brakes on a '72 scamp but, I always put the short shoe towards the front on other vehicles. Most drum brakes are servo style systems. When the front lining contacts the rotating drum it will tend to rotate slightly with the drum and force the the longer rear lining to bind tight to the drum. Check a service manual to be sure though.

Short shoe is primary and goes to the front. Interestingly, my '70 shop manual clearly shoes this pictorially, and never mentions how to ID the primary and secondary. Here's a picture of the right front, clearly showing the primary (front) shoe to be shorter One of my old Motor's manuals also confirms this pictorially. Interesting that no one seems to mention this in the text

i did the drums/shoes on my coronet and it was doing sticking too, the main problem should be the lever return spring or the cable itself, could also be the adjusting star wheel. do you also hear/feel it grinding as you drive or is it silent?

440 RR has it all there, if it is sticking you may have gotten grease or oil on the pads and that has a tendency to stick or bind

The long shoe always goes towards the rear. The short shoe always goes towards the front.

Brake shoes are like mullets, long in the back and short in the front.
