Speedometer Tachometer Surging When Cold

I have a 91 Dodge Shadow Turbo and my tachometer and speedometer surge when I start it cold. They both generally hover in the same spot and then slowly drop back to correct readings when the car warms up. The tachometer needle tends to whip back and forth sometimes. This may be unrelated but twice now my mileage started ticking up fast at a complete stop.

Any one know what this is?
