So I noticed these tonight and they won’t come out. I can’t run my fingernail through it and there’s no irregularity when running my finger across it. Are these scratches? Can they be buffed out or does it have to be repainted?

 

Hard to tell by a photo, might come of with a little bug and tar remover or buffing compound, that's what I would try first.
