poly 313 cubic inch Block ID

Hi folks,
Can anyone help break down the Block number from my 313 Poly V8.This car came out of Canada.
Number from the Block is TV 18284 C.
I have had a break down on this number from a member in the past but have lost this.He gave me the complete break down on how to read this number.
