putting in new carpet. 68 newport

so in putting new carpet in my 1968 chrysler newport i noticed a bunch of rubberized putty stuff in certain areas including over a join in the metal. it was all dried out and was flaking off when i was cleaning before installing new carpet. what is it for and should i be welding over that join or what.....

thanks for any help.

Just seam sealer. It dries out over time no need to worry about it unless there is rust.

If you are using carpets then you must have been using also. If yes, then please share their names here.
