It doesn't make noise if you blow in it. Though the middle does spin.

Grind off the MOPAR and write Chevy on it and give it someone with a chevy....It must be broken.... LOL

All fun set aside... I have no Idea, Never seen one of those... But it looks kind of cool.... Hang it from the rear view mirror.... :)
