adjustable rockers question

what is the procedure for adjusting adjustable rocker?

adjustable rocker ?

Hydraulic lifters. Compression checks out within 10%, and the valves aren't making rattling noises or anything like that. Everthing sounds tight, almost a to tight feel to it in fact if I can describe it that way. The motor does have a "mild cam" I was told, and it does have a slight lope to the idle. The problem is that it has a "surge" whether accelerating or just holding the throthel open. Carburetor/fuel pump/filter all check out ok. So I keep coming back to the adjustable rockers, or maybe the rockers/cam combination?
