TPS/APP circuit high

Just did a rebuild on a 2000 318 magnum and after 3 grueling months of pain and more money than planned, I finally get to start driving it. Now I've got a P0123 (TPS/APP circuit high) and after changing the TPS and inspecting the harness the code still comes right back. I've also got a huge issue with it sucking down gas and my shift points are all jacked up. Any advice or input from the crowd?

Test:
Black-LtBlu = PCM - Ground
ORG-DKBLU = TPS Signal
Yellow = PMC +5Volt Ref.

Range 0.5V - 4.5V Sweep should not drop out.
Double check to make sure no wiring got pinched or broken.
