Brake pedal not fully returning, 67 Belvedere

ok, last night went out and scored a hell of a deal on a 4 door 67 Belvedere. My wife is using it as her daily driver. I has manual brakes and drum brakes on all four corners. However the pedal doesn't fully return after letting off. you have to pull it the rest of the way off so the brake lights shut off. the previous owner started having this problem after he had replaced the master cylinder. there is no power booster. this is my first car with manual brakes, and the first one with drums up front that ive put on the street. could it be a return spring issue?

since the master was replaced ? I would check the push rod that goes into the master. IT should have popped into a rubber bushing to capture the rod in the master cylinder recess. Might have been left out ?
Also check the peddle bushings may need grease.
You can also adjust the brake light if needed, if every thing checks ok..
I would also consider an up grade to disks $250-300 if you use fact parts

Ordered a master cylinder, the retainer was missing and the boot wasn't bolted back up. Piston was coming out when the pedal was pulled back. I'll fix that tomorrow night, and I'm looking into the front disc conversion.
