1968 roadrunner interior power always on

Good morning mopar nation. I am in need of some help. I have a 68 roadunner auto. All the power in the interior seems to stay on all the time and my fuel and temp gauge do not work. I pulled the cluster out and tried it with another one both trying to ground the temp sender and both clusters there is no movement. The wiring was replace by the previous owner in both the engine bay and the interior. Seems like something is not wired properly. Anybody else have these kind of issues?
