Yes. This common to overcome small fuel line size. The electric gets the fuel to the mechanical and it works somewhat like a regulator and meters the volume based on engine speed.

You really need to find out your distributors...

You really need to find out your distributors mechanical advance with no vacuum advance hooked up. That distributor may have 24 degrees of mechanical advance and with 10-12 initial it should work...
