71 charger fender tag question

Could anybody tell me what the upside down 1234 tag on top of my second tag means. Also is there any significance to the cross stamped out of my power window tag? Also this is for a 1972 charger not a 71.

Sorry, never seen that. The cross is a random thing, seen that on other tags before. Nice loaded up Rallye car you have!
