Well, my friend bailed on showing up today to put the engine in the 'Cuda, so now his 318 is soaked to the bone, intake manifold is off, heads are off, open all the way. He doesn't believe me when I tell him it's going to be a flower pot soon but maybe you can enlighten this situation. Oh, plus the brand spankin' new cam shaft, soaked.

little bit of rust isnt bad on the bore, surfice rust, is it all apart? or is it in short block form

Not a lot but we'll see when he comes over in the morning or afternoon.

take it to a machine shop have them dip the block and what ever else you need be like new

Well my plan was.. Instead of the 318, put in a 383. But I don't know what he wants to do yet.

power wash it with soap,then just water, soap make metal rust faster than plain water, (soap helps to seat rings faster btw) then spray it with some sort of penatration spray / wd40/ PB (whatever) 3in1 oil, anything to keep the surface rust from forming,

Not knowing anything about the condition of the 318 beforehand. If this was the first time it got "soaked" dry it off as best you can, put fresh oil in the crankcase, spray the cylinders with WD-40 or Marvel Mystery oil and start the thing as quickly as you can. Let it run for a while (get hot) and then change the oil and restart. As long as the cold oil doesn't show any milky stuff (water emulsion) you're OK. The longer you let it sit - the worse it will be.

Look, there are no guarantees, but look at it this way, you really can't make it any worse, unless something has already seized. Not much to loose except time and a few gaskets.

Well today I put it on the engine stand and cleaned a lot of it off, good thing is we bought brand new gaskets and never installed them yet, was going to change out of the freeze plugs before I did so that's going to happen today
