Question voltage regualtor

i have a newer (6wks) voltage regulator, i put a charging system tester on the bat, and when car was on i was getting about 12-13, kinda low. i bypassed the reg. and it was charging the bat ,and also when the reg. was bypassed and i would rev it, it would sound like my alt. belt was really slipping and squeal loudly but when i reconnect the reg. it wouldnt do it anymore so do new voltage regulators usually go out like that? also, in my factory service manual and chilton book, it says that my car has a mechanical voltage reg. with points. mine isnt with points, its just a little computer chip looking thing, and it says the mech. regs, are adjustable, so is there a way to adjust my electronic one?

ok replaced electric with mech. and am now getting 14 in elec. tester and doesnt die when bat. wire pulled. one thing though, the bat. gauge is kinda jumpy and the lights kinda flicker (the slightest flicker)

Could be a loose or corroded ground wire.
