Gas not coming out and the fuel gauge not working are probably two diff issues. I would suggest taking the sending unit out and eye-balling it. The sending unit should come apart.

i believe its only got a mechanical fuel pump at the motor i inspected it seems ok but the tank leaks out of the unused hole so i'm thinking because its so old could be a pressure issue since it only uses about 5 psi to run the car

Time to take the carb apart. How much fuel pressure do you have?
