You may have to pull the wheel, but I'd look a little harder first.

Yep, the wheel has got to go.... so does the turn signal switch and the lock plate, then there is the little annoying ignition lock pin ( which you will need the keys to move) or you can break it out and just get a new lock cylinder. I'd look really hard for those keys before going down the other path....
