Murry, I ran into the same thing with a cam of about the same specs. I use a pump and a reservoir and I still have it tied into engine vacuum, and so far, it's better than either alone.
The way I have it set up is like so:

One idea is the hydra boost. Problem is it works off the power steering pump and you may not have power steering. The only other thing I can think of is to go without the booster, run a smaller piston in the master cylinder. The above solution is also a good idea.

Some of your issues may be in your tune-up
Where do you have the initial timing at?
Are you using the Vacuum can on the distributor and what port do you have it on?
That Vac reading is way low for that cam...somethings not right.
