Anyone have any going suggestions on how to fix a leaking cowl on a 1965 Plymouth Satellite

 

Exactly where is it leaking? I just disassembled my 65 Belvedere and noticed that the passenger's side cowl and under the windshield is fine. However, the driver's side has holes on the lip under the windshield. Also, rust holes through the upper and lower cowl by windshield wiper arm mount. I discovered that Rock Auto (best price) and other sources have patch panels for both the upper and lower cowl, but only for the driver's side. Apparently, driver's side is more prone to rust while passenger's side has fewer problems. Can send pictures if you want.
