67 Belvedere2 instrument cluster removal / Electrical

Anyone here pulled the instrument cluster on mid 60's mopar? Have a parasitic voltage drain that is still happening when all inside fuses are pulled. Thinking its the hazard flasher switch, but one blinker display has also stopped, could be a flasher short... removing the gauge cluster will get me closer to seing the issue and alow me to also relamp the dash. I hear the steering column will drop down to the seat allowing the cluster to come out after removing the 6 screws and speedo cable.
Also wondering about the flashers. Found two flasher modules under the dash. One old one new. Wondering if one of those could be the problem... why two? Right vs left for blinkers? But why before did the right and left flasher appear synchronized on two very different aged flasher modules...
Just trying to track down an unfused ghost.

1 is Turn Signal
1 is Hazard Flashers
Cut wires look to be AMP gauge (Burn Out I would guess) So I'm sure these got tied together.
