66 fury lower quater question

What do I do? The only rust on the car is the lower rear quarters? I bought replacement panels. They are way to thin. Any suggestions? The rest of the car is primed and the body work is done.

With it being flat and having that hard brake line through it, I'd build one from the gauge of metal you want.
