C.A.P.

My 1966 dodge has the Cleaner Air Package I've got the book and read it. It basically this dist. control valve, modified carb. and dist. Now by looking at the specs on the carb it runs leaner than the non modified one and the timing is at 5* ATDC. Ok so the questiion i have is can i not have it connected put the timing to 12.5* BTDC and rebuild the carb with the non mod. carb rebuild kit? And what is the purpose of this C.A.P other than reduce power?
