Does anyone out there know what the deal is with the Stamped Out letters on this Vin

Looks like it got a ton of primer and paint on it, if you lucky you can strip it and have the numbers. But sometimes they are sanded off.

it looks like there is a letter e and a letter T that is stamped out of the VIN badg
