I have a 1966 Dodge Coronet 500 with a 440 and recently installed a Holley Sniper Efi . My voltage surges into the 15 volt range and flags on the screen. I replaced the alternator and regulator and no change. Is there anything else I can add/change to stabilize the voltage?

I'm the last guy you should talk to about electrical, but it sounds like the wrong size or malfunctioning ballast resistor.
