Paint over chrome

I have an old set of rusty chrome rims that I want to use on a trailer. I would like to paint them after I sand off the rust and peeling chrome. What would be the best primer to use on them? Would a self etching primer work better on the chrome that is left on them. What would work best to keep the top coat from peeling?

Do I need to sandblast all the chrome off?

Not necessarily, get the rust and flaking chrome off and rough everything else up.
