Is the steering wheel turning freely? If not, have you tried see-sawing the wheel while moving the lever? If the vehicle is parked on a hill, or wheels turned, or on uneven ground, the steering column can exert force against the steering wheel anti-theft lock. It can take more force than you are used to on the shifter to free it, good luck.

I have a factory service manual for a 93. Is that the same as yours, or was there a changeover between 91 and 93?
