318 Compression question

Today I put a re-built head on my van. I did a quick compression test without intake, spark plugs, push rods, rockers, etc. Compression is consistent but only showed like 62 psi in ea hole, second test showed 30-ish. Is this because nothing is really oiled up - rings whatever? Maybe some other reason? I had good compression before head removal (had damage from junk in cyl).

Please advise this oldie newb. Thanks.

Without the rockers and push rods the valves do not open= no compression

Huh? I thought the push rods umm pushed the valves open, against spring pressure, which tries to hold the valves closed. Am I wrong here?

Thank you TVLynn. It took me a few to get it. Thanks for the lesson. Much appreciated. No air intake. I get it now.

It sounds like a perfect set-up for compression-leakdown test!
