replaced timing and still wont start 99 1500

replaced timing and still wont start 99 1500

was goin down the road the truck shut off and backfired a few times replaced timing chain and wont start and cranks real slow did a compresion check and got numbers from 60 down to 15 did not do with oil in cylinder yet but going to do that now would be thankful for any help i am not a mechanic but thought i could handle this job

Yep... but it's pretty hard to do a compression test wrong... Maybe he did a leak down test instead?

Compression should usually be around 130-150 in all the cylinders..

And all oil in the cylinders will do is help make the rings set. It'll give a bit better of a reading, but not ALOT.
