Technically, there is a fan, just not in the area of the belt of course.
When I first read this, I was guessing it was a vewee, I used to have one.
It is a pretty slick trick. A buddy of mine got good at changing timing belts on old 2.2 K cars. Could do one in about 5 min.

That's BS IF you look at the belt. It is not very tight. Just takes someone stupid to do it...
