horsepower ratings

Do the companies now take the horsepower at the rear wheels or at the flywheel?
I know that in 72, all the companies switched to bhp.
But, 2011 predicted hp2011 predicted torque2011 predicted mpg
Challenger SRT-8425 (317) @ 6200 420 (569) @ 4800 480 460 18/24
Challenger R/T manual 375 (280) @ 5,800 404 (548) @ 4,200
15/24 375 404 15/25
Challenger R/T auto 370 (276) @5,800 398 (540) @4,200 16/23 370 398 16/24
Challenger SE250 (186) @ 6,400 250 (339) @ 3,800 18/25 290 270 20/26

are the numbers in () the bhp, and the other numbers the hp at the flywheel?

ya, in 72
but maybe they have to report the bhp to the insurance companies, and they try to fool us with the flywheel hp on t.v.?
