slant six vs. V8

Hi I'm looking for some advice on my 79 dodge van. I'll start by saying its a 79 sportsmen hi top short wheel base with a slant (freshly rebuilt) and a 4 on the floor. I've had this since high school, lots of good times in it. It's on its 2nd motor 2nd trany. I'm looking for some more power, but keeping the mpg above 15. What's a good way to go? I would think that would not be to much to ask. My 91 4x4 cummins gets like 19 mpg. It does have the 1 barrel and I've heard the supper six won't smog in califorina.

Hop up the /6. Johnthegoalie on here has done a fine job of doing that with one in his Dart.

Why wouldn't it pass emisions? I'm sure that there are a few Super 225s on the road in Cali that passed.
