Vinyl/rust

I have a spot under my vinyl roof on my car that has a rust bubble under it. It hasn't gotten any bigger in the four years I've owned the car that I can tell. But I was wondering if there was anything I could do fix or make it less noticeable?

how noticeable is it?
is it a big bulge, or something that only the owner would notice?
