Voltage regulator Issue

I'm trying to get my '64 880 road ready, and every time I make it over one hurdle, it seems I've got another one to jump. When my engine is turned off and I turn my lights on, my headlights and taillights both work perfectly. My issue is when I start the car, and turn them on, they flicker. It almost appears as if I have my flashers on. When I give the car more gas, it doesn't stop, the lights just get brighter. I don't know much about the electrical aspect of auto's but it seems that there could be a surge coming from somewhere? Possibly a loose ground? or is it my voltage regulator? The battery appears to hold a charge alright.

Check the headlight grounds and the engine to body ground. Try swapping out the voltage regulator with a solid state type like this:

Thanks for the fast reply, can I get something like that from my auto parts store, or do I need to order it off a site like ebay?
