Windsor master cylinder confusion

Hi guys (and gals?) - new to the forum and glad to see this place is fairly active! I have a '52 Chrysler Windsor that has been a source of steep learning curves and frustration but also a fascination for the past! Currently getting my brakes back together, cleaned out the master cylinder, rebuilt it etc. bench bleed ll done. One confusing part that the service manual doesn't make clear- on the top of my fill cap is a hole, and in that hole is a short bent metal tube that is deigned to attach to the hose when bleeding the brakes (for attachment to the old gravity fed glass jar system). What I don't know is that when done bleeding the brakes and I'm ready to drive, is that metal tube meant to stay in place, and if so, shouldn't it be capped?
