1988 Chrysler wind shield wipers not working

My friend just recently purchased a 88 Yorker, his wiper blades won’t turn on, the guy he bought it from said it’s not the wiper motors or the fuse, I can’t diagnose it myself right now as I don’t know where to start and I can’t go to the car because neither of us have time at the moment. He isn’t very mechanicaly inclined at all so I’d have to fix it for him, the wipers not working are a huge problem as rain season is starting. If anyone has some insight on how to fix this problem please let me know.

Just going to have to dig in and see what wrong.... Maybe the Clock Spring or the Multifunction Switch.... But something has lost its power or ground.... Best of luck.
