69, it's going to depend on how you have the engine built and tuned, as well as the tranny and rear end combo. How is everything set up?
Just as a reference, I had a 70 GTX 440-6, auto, and 3.23 gears. Factory convertor. With reasonable driving, I could expect as much as 17 mpg on an extended highway trip at steady 60mph, IF I kept my foot out of it.

Here's a real world, "back in the day" setup
My 70 sixpack RR, WITHOUT the sixpack
70 RR 4 speed, Dana axle, 3.54 gear, G60x15 tires
3000 RPM at 70 mph, "hang on" A/C
headers, Edelbrock 180* intake, Holley 800 DP carb
stock engine, cam, factory dual point distributor, power steering
I was in the Navy then, and typically had two huge clamshell tool boxes in the trunk. Probably had an average of an extra 200 lbs in the trunk.
The car would not quite touch 14. 13.8. I didn't drive "all that carefully." When I got on the freeway, I GOT on the freeway. I wasn't all that careful at stop lights, etc. I didn't buy the car for MILEAGE, but back then, there were Cadillacs that didn't do much better, and weren't NEARLY as much fun to drive.

My 440 6Bbl got 12mpg at 55 mph and 8mpg at 65mph with 4.10s. My 70 Charger R/T got 15-16 with 2.76 axle and a 3310 holley 780. I tried the same size double pumper and mpg dropped greatly. If you are running a double pumper thats part of your bad mpg.
