It depends on what state you are in !! In Ca the DMV has a form to register a vehicle for which DMV has no record. So its not impossible..
Need a statement of Facts
An application for title
and a Bill of sale
will also need a vin inspection...

In NY, titles are not required on vehicles that old.
Thought that was federal, but probably wrong on that.
