Ignition coil

1989 Dynasty 3.0 with Diamond Ignition coil:
I have no start / no spark out of coil secondary high voltage via spark tester.
Ignition coil testing results:
Primary : specs 0.97 - 1.18 ; my result 1.2 with polished terminals
Secondary : specs 11.0 - 15.3 ; my result 17.2 with polished terminals

Question: is my ignition coil too far out of specs causing no spark out of coil?

I do get 12v power feed to positive primary ignition coil from green wire.
I have not tested the signal switching circuit to see if I am getting a switching ground signal.
Willing to learn .

doesn't sound tooooooooooo bad, although i'm no coil expert. how much is a new one?

Replaced with $20 coil from CarQuest.
Started right away.
I did not do anything else.
