1970 dodge charger 500 5440TE swap wont turn over?

Okay my car will crank at the key and will not turn over there is juice on the two wires that connect to the ignition coil but for some reason that juice does not come out of the ignition coil. I bought a new ignition coil and still nothing. Is it possible the cheap ignition coil was a dud or could it be the starter relay?

wat type ignition system u using oem or aftermarket coil could make a big difference
are you gting power to the coil when the ignition is on run position, and cranking
make sure connections are right power at both connections of the coil - +
an amp/voltage meter test will help
at both the relay and the coil leads
check your ballast resistor for voltage
check all your relevant grounds battery,, block ect.
