318 fuel problem

Hi there i have a 1973 dodge dart custom with the 318 v8 and i have a bit of a problem. About a month ago i had my mechanic install a new carter bbd 2 barrel carb since the old one was a little too far gone to warrant a rebuild. She ran fine up until just recently. One morning the dart started but was running/idling rough and if i let her idle for more than 10 seconds it would stall. I let it sit for a day to ponder why it was doing this. Then i tried to start it up again and it coughs and then quickly dies. I cranked it for a short time and then gave up only to find that a good deal of gas coated the top of the engine, the carb, and the air filter. The old carb did this too but it was a horrible condition. This is a BRAND NEW carburetor not even a month old! why would it be doing this!?

Crap in the fuel tank has gotten into the carb, The float needle is stuck. Does it have a fuel filter down by the pump ? Disconnect the hose from the tank and try and start it, let it run till it dies re connect the fuel hose and do it again to give it a flush

I dont exactly know if there is a filter by the fuel pump but i know there is a filter a little ways off from the carb attached to the fuel line (down towards the bottom of the engine).
I looked at it a few days ago and it looked pretty clean.....thing is i cant get it to even start at this point it only wants to dribble gas everywhere

If the float is stuck ? It is like just putting the end of the fuel line in the motor. No control !!!
