Setting lifter lash issue

Hello. I have a 440 out of a 68 coronet. Just put a new hydraulic cam/lifters and Cloyes timing chain in. Crank sprocket dot set at 12 o’clock. Cam sprocket set at 6 o’clock. Harmonic balancer at zero. Number 1 piston at TDC. Trying to set valve lash using TDC method. With number 1 cylinder at TDC I’m supposed to adjust # 2 intake and #8 exhaust. Both those lifters are at the peak of their lobes. What am I missing here? I did remove the chain before taking photos as I’m not sure what I’m doing wrong. Any advice greatly appreciated. Thanks
