Help...please 73 dart sport

Long story here, but will try and keep it short. Here goes..

My wife went to visit our old neighbors the other day (we moved about 6 years ago) I knew the husband had a 73 dodge dart sport but never really seen it, I mentioned to my wife to see if he wanted to sell his car if he still had it...this was more in jest than anything but she called me on the phone a few hours later and said he would, for me to call him. To keep with my short story, the car was delivered via tow truck a few days later. Largely unseen by me I just kind of took his word that all it needed was the exhaust fixed, tune up, fluid change and just minor things as it had been sitting for years. The guy is in his 70s and honestly I think his wife just wanted the car gone, made us a deal we couldnt pass up.

Spent a bit of time over the weekend looking at the car, seeing what it needs and so on..everything is there in one form or another, but a bit rougher than I wished, but none the less its all roughly there...I think

Wiring is the first place I will start, did manage to turn the motor over and get it to run, albeit roughly but I know its not blown. I dont know how to approach this, I almost want to tear out all the wiring and start fresh as it looks like someone gave a unfriendly band of toddlers some snips and rolls of electrical tape and said have fun. I have wires that go no where, wires that you think go somewhere but infact are a giant loop to themselves. Telephone wiring found in various spots, I mean I can go on and on but no real sense to. The cars not stock as it has a 73 400 in it that is supposed to be built some so I dont think a wiring harness would help..I am just really lost at how to get started with this, but know it needs to be done and should be the first place to start as knowing the electrical is right will go a long way in troubleshooting later. This is where I am lost..how to even get started..

Quick run down on the car:
73 400
edelbrock intake
edelbrock 750 carb with scoop nos hooked up but supposedly never ran
I believe stock heads, cam, pistons etc., I just dont know yet. He said it was a mild build up but I am going with stock till I see otherwise.
msd ignition, coil

tranny not sure, said shift kit but doenst remember much more

rear end 4:10s but doesnt remember much more

gas tank has been removed, fuel cell in trunk along with battery

Had a "custom" fiberglass spoiler put in that I found termites eating lol, removed it.

Welcome.
I would first do an indepth accessment of the total car not worrying about any one thing yet.
Block up the chassis so the suspension sags with all tires off the ground. Remove all wheels and check brakes, bearings, suspension and steering components. While your doing this you'll have a good look at all the underbody metal, fuel and brake lines. At this time make a list of your findings and look at what your goals are for the car. Available funds and your skill set come into the mix now.
