I was getting 18v to the battery, ammeter was jumping all over the place. Thought it was the Voltage Regulator, or maybe the POS Stereo that was previously installed. Removed said stereo, and subsequent rat nest of splicing and wiring. Replaced VR, started it up and checked voltage at Battery. It was getting a steady 13.5-14 to the battery and ammeter was steady. After about a minute, it spiked back up to 17v and stayed there. Checked the VR and it might be shelled now too. Any ideas on where to look now? Connections to ammeter are tight, ground to VR should be good as well. The firewall connection box had signs of getting a bit warm, those connections were cleaned up as well.
