Frozen Wipers - looking for help

It has been many years since we rebuilt the 69 Coronet and the windshield wiper system does not get used very often. Any way, I tested them yesterday and they did not move. Unhooked the inside arm assembly from the motor and tested the motor. It works fine. I then tried to move the wiper arm shafts. They would not budge. Some of the grease that I cleared away was like dried soap.

Can the shaft assemblies be greased/lubricated? If so how? Are the shaft assemblies replaceable?
