Question Bolt Torque Question?

On my SB LA 5.9 360 motor, haynes manual says 95 ft lbs for the Head Bolts?
Is the Rocker Shaft bolts the ones in the middle of the shaft?

I'll say yes.

Head Bolts 3/4" socket.

Rocker Shaft Bolts 1/2" socket.

Yes, and some of the manuals are wrong. Go by the size and grade of the bolt

a 3 pointed Y on the head means "grade 5". Most these are 5/16 grade 5. If memory serves, 15 ft lbs, NOT 30 for the rocker shafts

if i remember right. the small blocks has 4 bolts around each cyl. with the dia 1/2-13. torque 85 ft lbs. and big blocks have 5 bolts. with dia 7/16 at 70 ft lbs. and the 15 ft lbs for rocker shaft bolt of 5/16-18 is right for the small block. and big block rocker shaft bolt 3/8-16 25 torque. all this from a 1967 coronet factory service manual.
