My instrument lights don't work. I have looked at everything and can't figure it out. The only thing I think it could be is a ground. I have pulled apart the dash and everything looks good. Please help.

Here's how dash lights work on all these cars
Your headlight switch RECEIVES two sources of power
One for only the headlights, not our concern
Second one comes FROM the ail fuse TO the light switch and provides power FOR the park, tail AND dash lights
This power goes through the switch, to the dimmer control, OUT the dimmer control (TAN) and TO the inst fuse which is usually on one end of the fuse panel and is the smallest fuse in the panel.
From that fuse, power goes out to all dash dimmer controlled lamps, cluster, shift indicator, radio, heater bezel, etc etc. All these lamps are supplied by ORANGE wires from the fuse
NOW this means that the inst fuse ONLY HAS POWER WHEN
The tail fuse is good, and the tail circuit works
The headlight switch must be in park or head
The dash dimmer control must be turned "left" to brighten the lamps. By the way, twist this several times vigorously to clean the contacts. SEVERAL
Now, if that much is working, the inst. fuse will have power on both sides of the fuse, and your lamps should work.
Don't you have a shop manual? Wiring diagram?

Thanks for the help. I have ther service manual. I found the clip on the back of the fuse panel broken. I am trying to locate fuse clips for this car. Does anyone know where I can get them without buying a whole fuse box?
