Neutral safety switch

Hey i have a 70 belvedere and it won't crank over. If I disconnect the neutral safety switch from starter relay and I hook up my test light to the terminal on the relay where I disconnected the switch I can crank my engine.
Does this mean my starter relay is bad? Or the connector in my transmission where the neutral switch connects to is bad?
I just rewired the car pretty much minus the front and rear light harness.

Thanks
